That may sound like a slogan, but it no longer is. It is both a necessity and an opportunity.
Our welfare system is under pressure as expenses rise due to demographic changes over the coming years, but we lack both the financial means and human resources to carry out the work.
Therefore, it is crucial that we prioritize allocating our financial resources to the areas that genuinely deliver value and welfare to citizens, rather than spending those resources on unnecessary administration.
We must also dare to invest in the development of new tools, particularly regarding data, digitalization, and artificial intelligence.
This will create a necessary streamlining of public task performance and administration.
Needs and challenges
- We must dare to challenge conventional thinking when it comes to development. To a far greater extent, we need to collaborate with private companies to adapt and develop the necessary tools.
- As a municipality, we cannot develop the necessary tools ourselves. It takes too long when we have to innovate, and we lack the required competencies, for instance, within digitalization, IT development, and management.
- Conversely, municipalities possess the necessary professional domain expertise, which is also an essential element in the development process.
Summary
Collaboration between municipalities and private companies is in the pipeline in some municipalities. We believe that Odense Municipality should lead the way in partnering with the private business sector to identify the tools that can help streamline and improve public services.
Political Proposals for Efficiency
- Domain expertise must be connected to digital knowledge: The development of tools currently occurs disconnected from domain expertise. This weakens the organization, as only a few individuals possess the necessary knowledge. Therefore, specific professional expertise must be coupled with digital solutions so that everyone has access to the latest knowledge.
- Digitalization of the building permit area: There is too long a waiting time for decisions on building permits. We must make greater use of new technology that can speed up the process. In addition to freeing up resources, this will also improve the experience for both citizens and the business community.
- Increased involvement of private companies in task execution: Private companies must be better integrated into task execution to implement new technologies that can make administrative operations more agile. Companies should be invited to submit proposals for IT solutions that can streamline operations and create better service within a given field.
- Evaluation and service improvements: Evaluation of municipal and private task portfolios every two years. This will ensure that the municipality gets the best product for the price.
